Information Sharing Environment Project and Privacy Guidelines Support (ISE)


The Information Sharing Environment (ISE) provides privacy, civil rights, and civil liberties (P/CRCL) subject-matter expertise and related assistance in the implementation and automation of the ISE Privacy Guidelines requirements and protections to ensure effective sharing of terrorism, weapons of mass destruction, and homeland security information among federal, state, and local agencies while ensuring the P/CRCL rights of citizens.

The Institute for Intergovernmental Research (IIR) serves as the technical service provider for ongoing training, research, and analysis services to the ISE through providing subject-matter expertise (SME) and administrative support to the Office of the Program Manager, Information Sharing Environment (PM-ISE). This support is provided through grants from the Bureau of Justice Assistance (BJA), Office of Justice Programs (OJP). IIR supports the ISE by providing guidance on privacy, civil rights, and civil liberties (P/CRCL) issues to key ISE initiatives, such as the development and implementation of federal agency ISE Privacy Policies, the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI), harmonization of memoranda of understanding (MOU), Privacy Act routine uses, and a host of technology-related initiatives. Privacy support under this initiative also assisted in the development of ISE Privacy Policies, at least as comprehensive as the requirements of the ISE Privacy Guidelines, at the 72 designated fusion centers nationwide.
