VALOR Initiative

VALOR is a high-priority project of U.S. Attorney General Eric Holder and the Bureau of Justice Assistance (BJA) Officer Safety Initiative.  It is a national initiative designed to help prevent violence against law enforcement officers and ensure officer resilience and survivability following violent encounters experienced during the course of their duties.  VALOR responds to the precipitous increase in violent attacks and ambush-style assaults that have taken the lives of many law enforcement officers in recent years.

VALOR provides critical nationwide training and technical assistance to sworn state, local, and tribal law enforcement officers through a variety of delivery mechanisms and will conduct and disseminate analysis of violent encounters in various forms, including after-action reviews and lessons learned publications.  Lessons are based upon the latest expertise, analysis, tactics, interdiction techniques, and response methods to address alarming trends.

The Institute for Intergovernmental Research (IIR) supports the VALOR Initiative on behalf of BJA through ongoing training, research, and technical assistance.  This support is premised on IIR’s experience and expertise with the assessment of training needs and the resulting planning and coordination of training services to address those requirements.  Support for IIR activities is provided through grant awards received through BJA.
